  • Led development of a Charter document for the city's EPMO. This Charter was accepted by the executive team and the city began selection of permanent staff for the EPMO in June, 2004.
  • Developed curriculum and taught formal Project Management and SDLC practice to city employees through formal classes and mentoring.
  • Advised City Senior Management on Project Management best practices. Led City project teams in project definition, project planning.

As Program Manager in the Automated Test Business Unit, managed new product development in a multi-site, multinational environment using the full range of Rational software development tools / methodology and rigorous object oriented design techniques.
  • Managed projects through all stages from Inception to Transition and Close-out. Special focus on team organization and communication, requirements discovery, risk and quality management, on time delivery.
  • Created Project Plan, maintained project web site and schedule, led process improvement efforts, chaired program meetings, issued status reports, led defect triage, served as CCB representative. Mentored junior staff.

  • Engaged in B2C (financial) and B2B (manufacturing) projects (JAD, Business Requirements analysis, Statement of Work development, web development, integration and system testing).
  • Installed Cary office computing infrastructure (NT 4 and Win2K servers; Site Server / SQL 7.0 development environment; firewall with DHCP, DNS; daily backup).
  • Initiated and led development of a bug tracking application for internal use during system tests.
Aug, 1998 – Feb, 2000 COMMON, Durham, NC V.P. Information Technology
COMMON is a not for profit educational organization that represents thousands of IBM AS/400 users. While managing COMMON IT from a remote office in Durham, NC, I capitalized on skills as project manager, computing technologist and IT strategist to institute a major reorganization of the Information Technology arm of COMMON.
  • Program manager over IT participation at conference. Managed all major IT projects
  • Renegotiated COMMON’s telecommunication and ISP contracts to produce significant cost savings.
  • Championed adoption of a web-commerce strategy. Explored use of cross platform web development tools (Java, XML, XSL, Domino Developer) for Web site restructuring.
  • Implemented an entirely new PC network (Win 9x/NT-based) and phone system (NEC PBX) for the new COMMON Headquarters in Chicago. Introduced use of VPN software.
  • Built a new data center at COMMON’s Headquarters and centralized all COMMON computing there.
  • Served as COMMON’s Lotus Notes Administrator and actively participated in administration of the NT network and communications system. Implemented effective remote system management tools.
  • Restructured the IT organization to better fit COMMON’s business strategy. Created a partnership of in-house staff, vendor partners and volunteers.
Feb, 1997 – Aug, 1998 ClinTrials Research, Inc., Research Triangle Park, NC Project Mgr., Global Application Development
ClinTrials Research (now Inveresk) is a Contract Research Organization (CRO). As Project Mgr, managed the teams responsible for development of new internal business applications (European and US) and the rollout of new technologies worldwide.
  • Initiated development of internal business tools ( CRM ) for both International and US sites. Goal: Improve customer relationships, reduce cost and improve time to market. Successfully championed this "Core Systems" concept among business managers and gained their support.
  • Recruited and led international project management teams that were chartered to examine and redesign core business processes
  • Fully functional business tool prototype exceeded customer expectations for speed and ease of use. In a development environment that included VB 5, Oracle, NT 4, IIS, MTS, Source Safe, ERWin, incorporated this prototype within a highly scaleable and extremely fast n-tier intranet infrastructure. Served as team leader, NT admin, project manager (MS Project), application and database designer, wrote specification docs.
  • Produced three related product rollouts (one international) within 6 months in an enterprise application integration project. Collaborated with European locations to produce an international version of the product.
  • Instituted a disciplined software development methodology (e.g. business analysis, functional and technical specifications, change control, managed project plan, test spec with QC control, controlled move to production.)
  • Project lead for the global rollout of Windows NT, MS Office, Exchange/Outlook and several hundred new desktop computers. This represented a significant upgrade in technology for ClinTrials Research.

In a variety of roles provided both long-term strategic vision and day to day management of the Research Center’s Information Technology group. Grew the infrastructure from a handful of PC’s to a world class computing environment that supported all aspects of R&D and business management.
  • Project manager in all areas of computing. Implemented a variety of high impact applications including Lotus Notes, financial and office systems, Molecular Modeling, LIMS, data collection and analysis.
  • Engaged in business analysis, specification writing, application and database design, software development / testing (BASIC, Uniface 4GL / client server development, RDB, dBASE).
  • Consistently delivered best of breed applications to clients by effectively managing diverse platforms (PC, MSDOS, Win 95/NT, AS/400, Sun, UNIX, VAX, VMS, Mac). Systems manager on NT, AS/400, UNIX.
  • Built exceptional client support teams. The Computer Services group was highly regarded as an important technical resource for the enterprise and as the best IT service organization in the company.
